There are commercial products/services that do fall detection as well as provide emergency call buttons. They don't have the monitoring features that you're looking for, I don't believe.
I couldn't find an app in the U.S. App Store called 'ManDown'. I did find one called FallSafety Pro but it seems to be designed for worksite use. And it seems to be intended for significant falls, not just people tipping over or stumbling.
I'd suggest going a more basic route. Talk to your parents and work out something where you text them at specific times and they agree to respond. You can even put a text replacement shortcut on the phone so that they don't have to type much.
